“I think the problem the sheriff has is there’s legal reasons and there’s practical reasons, and whether or not the Fourth Circuit Court of Appeals will agree with the practical reasons of why she didn’t do what she was supposed to do by the lower court is a different question,” said legal analyst Justin Schmidt.
