Bloomington Man Charged with Strangulation, Domestic Battery in Second Violent Incident

Bloomington, Ind. — July 30, 2025 — A Bloomington man already facing felony charges for a brutal assault on a man in the street is now facing additional charges after allegedly attacking his mother and her boyfriend in a separate incident.

Michael Devin Skie Hartman, 28, has been charged with strangulation and domestic battery, both Level 6 felonies, as well as two counts of interfering with the reporting of a crime and a misdemeanor count of domestic battery, according to a probable cause affidavit filed Tuesday in Monroe County Circuit Court.

The charges stem from a July 27 incident at a residence in the 4300 block of West Heatherwood Lane, where Hartman is accused of punching his mother’s boyfriend in the head, striking him in the back with a dustpan, (and breaking the dustpan in the process) and placing him in a chokehold. Hartman then allegedly turned on his mother, choking her to the point where she said she couldn’t breathe, and pushing her down the stairs as he fled. Both victims were treated at IU Health Bloomington Hospital.

The suspect, who lives with his mother, and her boyfriend, began to strike his mother after she told him to turn down his music.

Hartman also allegedly took both victims’ phones during the assault to prevent them from calling police.

This is the second set of charges filed against Hartman this week. He was previously charged with aggravated battery, criminal confinement, robbery, and several other felonies following a separate assault on a man in the street earlier the same night. In that case, police said the victim suffered severe head trauma and facial injuries after Hartman allegedly beat and choked him in the middle of the road.

According to the victim, Hartman was walking in traffic when the victim attempted to drive around him. Hartman allegedly leapt onto the victim’s vehicle, causing over $1,600 in damage. When the victim got out of the car to confront him, Hartman allegedly shoved him, then tackled him to the asphalt and beat him in the head and face more than 30 times, including with the victim’s own cell phone. Hartman allegedly placed both knees on the victim’s hips in a full mount and applied pressure to his neck twice, choking him.

The victim said he believed he was going to die during the assault, which only ended when a passerby intervened and called 911.

Hartman remains in custody at the Monroe County Jail
