Minnesotans can now apply for a rebate of up to $750 off the cost of a new electric-assisted bicycle (e-bike).
The application period for the lottery, which is run by the Minnesota Department of Revenue, opened on Wednesday at 11 a.m. Minnesotans will have until 2 p.m. on Aug. 7 to submit their application to be eligible for one of the rebates. However, there are some eligibility restrictions.
To be considered for a rebate, Minnesotans must:
Have been a full-year resident from 2023-2025;
Have filed state income tax returns in 2023 and 2024;
Not have been claimed as a dependent in 2024;
Have had an adjusted gross income of less than $78,000 (jointly), $62,000 (head of household) or $41,000 (individual) in 2024;
Qualify as an individual with a disability — Either receive Social Security Disability Insurance benefits, Medical Assistance for Employed Persons with Disabilities or home and community-based disability waiver services, or be under 65 years old and receive Supplemental Security Income.
The restrictions and random lottery system are a changed from last year, when the state’s e-bike rebate program drew so much interest that the online application website crashed within minutes of launching. That forced the state to postpone the operation for roughly three weeks.

If selected, Minnesotans can use the rebates to cover 75% of eligible expenses (up to $750) for an e-bike. Total rebates from the state are limited to $2 million this year, and the Department of Revenue says it expects to award around 2,800 rebates.
