All of Creations Petcare employee charged with animal cruelty in Loudoun County
LOUDOUN COUNTY, Va. (DC News Now) — After a recording of a surveillance video at All of Creation Pet Care went viral, Loudoun County Animal Services launched an investigation that resulted in an arrest.

In the video that sent to DC News Now, an employee was recorded disciplining a dog under the boarding facility’s care. The individual was recorded kicking the dog before hitting its head.

After the dog raised up on its hind legs, the video shows the employee pushing the dog down by its neck. The employee could be seen kicking the dog once more as it was walking away.

DC News Now first got wind of the video back in May, and Loudoun County Animal Services confirmed an investigation was underway since May 6 into the incident at All of Creation Pet Care.

As a result of the investigation, Timothy Gounaud was charged in connection to the case. He faces charges of animal cruelty, according to court records. Gounaud appeared in court on July 2 for his arraignment in connection to an offense dated on Jan. 24, according to online court records.

DC News Now spoke briefly with Gounaud on the phone, who said there was a lack of evidence in the case. Dogs could be heard barking in the background.

This was the second time the Loudoun County Animal Control investigated All of Creation Pet Care. The first investigation was dated back in 2024, and a warning was issued, but no additional action was taken in that case.

A former employee, Monique Wells, was subpoenaed as part of the case against Gounaud, according to photos of the court order sent by Wells.

DC News Now called All of Creations to ask if Gounaud was still employed and to see if they had an additional comment, but did not hear back in time for publication.
