65-year-old man accused of viewing CSAM during concert, witness reported him, charges say

WEST VALLEY CITY, Utah (ABC4) — A man living in West Valley City is accused of viewing and receiving child sexual abuse material (CSAM) in the middle of a crowd at a concert over the weekend.

Bradley Scott Chinn, 65, has been charged with ten counts of sexual exploitation of a minor, a second-degree felony.

According to court documents, on July 18, 2025, a detective with the West Valley City Police Department (WVCPD) was on duty at the Utah First Credit Union Ampitheatre when security alerted him that a patron reported that they had seen another patron — later identified as Chinn — viewing CSAM. Security provided a description and seat number to the officer, and contacted a WVCPD detective to investigate.

The patron spoke with the WVCPD detective over the phone, and reported that their child had glanced at Chinn’s phone and observed him allegedly sending someone a text message that was sexual in nature. The patron was told about this by their child and glanced at Chinn’s phone as well.

When the patron looked, they allegedly saw a message offering to send “CP” on Chinn’s phone, followed by several sexual photos of teenagers. The patron also reported to police that Chinn allegedly looked at a photo of a young child, then sent a positive message and asked for the age of the victim.

The WVCPD officer pulled Chinn away from his seat to speak with the WVCPD detective. Chinn admitted that he had roughly 100 files of CSAM on his phone, according to court documents. The detective reviewed some of the files and confirmed that he had the illegal material on his device. Chinn allegedly told the officers that he “saves every picture that he is sent” and had some videos that were “disturbing.”

The 65-year-old confirmed that he was allegedly viewing and receiving CSAM while at a concert venue, surrounded by other people, including children. He stated that he had an addiction to pornography and had been viewing CSAM for two months, documents say.

Chinn was arrested and booked into the Salt Lake County Jail, where he is currently being held without bail. He has an initial appearance scheduled for July 28.

Charges are allegations only. All arrested persons are presumed innocent unless and until proven guilty beyond a reasonable doubt.
