IMPD completes first phase of strategic plan

INDIANAPOLIS — More than three months after first announcing its development of a long-term strategic plan, officials with the Indianapolis Metropolitan Police Department recently announced that it has completed the first phase of gathering input for the five-year plan.

According to previous reports, IMPD leadership said the department’s new strategic plan will serve as a guiding document for the next five years to help improve the city’s public safety. The department initially asked the public for feedback and input regarding the development of the plan.

A news release from IMPD on Tuesday stated that more than 2,000 Indianapolis residents and more than 1,000 officers and professional staff provided input through surveys, interviews and listening sessions.

“This plan is about the future of public safety in our city,” IMPD Chief Chris Bailey said in the release. “It’s grounded in the voices of the officers and professional staff who serve our city every day and in the voices of the community members who rely on us. We’re grateful for the participation and look forward to turning that input into real strategy.”

The release said that the department will continue to conduct internal listening sessions and the collection of data department-wide. The next phase of building IMPD’s strategic plan will consist of analyzing the qualitative and quantitative input gathered.

“We’ve been incredibly encouraged by the strong response so far,” said Marla Taylor, the president and principal consultant at Taylor Advising, the firm IMPD is working with for the strategic planning process. “The level of engagement, from surveys to listening sessions, shows how much people care about the future of public safety in Indianapolis. Our team is now focused on analyzing that feedback and gathering critical input from within the department to help shape IMPD’s strategic direction.”

Officials said a draft of the strategic plan is expected to be released for public comment in 2025. The final strategic plan is expected to be published in early 2026.

“This is about shaping a department that represents our values, our community, and the future we’re working to build together,” Bailey said in the release.
