Teen charged as adult in in 2024 murder
A teenager who was 15 years old at the time of a fatal shooting last year will be tried as an adult in Ramsey County Court.
Nehemiah D. Robinson Bowes faces a single count of second-degree murder in connection with the death of 28-year-old Riccardo Fleming of Walker, Minnesota.
According to a criminal complaint, St. Paul police were called to a potential shooting at the intersection of Woodbridge Street and Wheelock Parkway around 9:50 p.m. on Oct. 12.
When they arrived, officers found Fleming with gunshot injuries. Fleming was taken to the hospital, where he was later pronounced dead.

Officers reviewed surveillance video and identified three other people who had been with Fleming that night. They had traveled together in a vehicle hours before the shooting and lingered around the parking lot where they first gathered to get in the car.
As the group left the view of the cameras, the three others were seen running back around 9:48 p.m. without Fleming, charging documents state.
After questioning the individuals Fleming had traveled with that night, identified in court records as R.W. and J.C., police said they learned the person who had shot Fleming was Bowes.
Speaking with Bowes in November, the teen told police he had stolen a gun from his father and hidden it at a family member’s house, identified as R.W.
Bowes said he stole the gun from a safe as well as some pills and some money, which he claimed R.W. told him to do around Sept. 26. Bowes said he gave the pills and gun to R.W., who kept the weapon in his closet.
According to court documents, Bowes, R.W., Fleming, and J.C. were hanging out at an apartment parking lot on Oct. 12. While Fleming went upstairs to use the bathroom, Bowes claimed R.W. told Bowes, “He gotta go,” in reference to Fleming.
Bowes said he liked Fleming and was cool, but said R.W. said, “No, he gotta go,” and gave a “look in his eyes” that told Bowes “he wasn’t playing around.”
After snorting what Bowes was told was Tylenol, Bowes and Fleming went to perform a robbery, and Bowes retrieved the handgun that had been hidden at R.W.’s house. The two then went to the spot where R.W. had reportedly set up a robbery.
However, Bowes said when they went to the area for the robbery, no one was there.
After returning to the parking lot, Bowes said he and Fleming both tried to knock on the door of R.W’s apartment, but he wasn’t there. When returning to the parking lot, he saw J.C. and R.W., the latter of whom gave Bowes “a look.”
This, according to Bowes, prompted him to pull out the gun and shoot Fleming.
R.W. then reportedly helped Bowes get cleaned up and gave him a bag to hide the gun in, which was later found by police.
Bowes was 15 when the shooting took place and has agreed to be tried as an adult. He faces up to 40 years in prison if found guilty of the second-degree murder charge.
