‘I would do it again’ — Doctor accused of COVID vaccine scheme speaks out after charges were dropped

MIDVALE, Utah (ABC4) — The Utah plastic surgeon previously charged with destroying COVID-19 vaccines and giving fake vaccination cards is speaking out now that the charges against him have been dropped.

On July 12, U.S. Attorney General Pam Bondi

dropped the charges against Dr. Kirk Moore, who was charged conspiracy to defraud the United States and conspiracy to convert, sell, convey, and dispose of government property, among other charges.

Dr. Moore was accused of running a scheme that destroyed thousands of dollars’ worth of COVID-19 vaccines, sold fake vaccination cards, and injected minor patients with saline.

Bondi posted on X, “Dr. Moore gave his patients a choice when the federal government refused to do so. He did not deserve the years in prison he was facing. It ends today.”

The charges were dropped after jury selection began in Dr. Moore’s trial and a rally was held in support, which several local Utah lawmakers such as House Speaker Mike Schultz attended.

Jason Preston organized the rally.

“We had over 100 people show up at the courthouse before 8 am on Monday morning, and we had doctors speak and many people in the community speak about Dr. Moore and the case, so the community would know what was going on in their backyard,” Preston told ABC4.com.

“It’s kind of surreal,” Dr. Moore said about the charges being dropped. “I think it’s a precedent-setting case, I don’t think the DOJ has ever dropped a case in the middle of trial, and not only that, in the middle of the prosecution’s case.”

He said that he’s not sure why the charges were dropped. “I’d like to think that they realized that this was a mistake, and that they didn’t have any evidence that we were doing anything wrong, essentially,” he stated. “I don’t know that that’s true, but I don’t think they would have proceeded if they thought that wasn’t true.”

Dr. Moore said that when President Donald Trump was inaugurated in January, he fully expected the charges against him to be dropped, but they weren’t. He said that he thinks the charges were dropped now because politicians like Rep. Marjorie Taylor Greene, Rep. Thomas Massie, and Sen. Mike Lee were putting pressure on AG Bondi to drop the case.

Dr. Moore admitted to much of what he was accused of doing, but he said that the DOJ accused him of violating the law, and there was no law. He said it was just a CDC edict, which is not legally binding.

He said that he did give out vaccination cards to patients without administering the vaccine, and he also gave saline shots to patients instead of the vaccine.

“I didn’t advertise anything. I didn’t make anybody come in. It was all word of mouth,” he explained. “It was all their– you know, based on their desire, because they’d done their own research and so they were just looking for somebody that agreed with them.”

He added that he did give out saline shots to minors, but only with the parents’ permission, and usually at their request.

“To kids under the age of 16, we didn’t want them to kind of feel left out from the standpoint of their other kids and friends at school, like if their other kids were like ‘hey, I got a shot, my arm hurts,'” he said.

According to Dr. Moore, sometimes, parents would get a saline shot too if they were in the room with their kids, to show that everyone was getting the same shot.

He stated that he did not destroy any government property, because as far as he was concerned, as soon as the vaccines were delivered to him, they were no longer federal property. He also stated that he only destroyed the vaccines after they expired, as he was instructed to do.

Dr. Moore said that he’s continued to practice throughout the case, and he will continue to practice. He never lost his medical license. He also shared that he will be meeting with AG Bondi on Wednesday, “and then after that, I’m just gonna kind of continue with life as normal and continue to take care of my patients,” he said.

He went on to state that he believes COVID was “fake” and “nothing but a lie,” and he claimed that the vaccine was not actually a vaccine, and that all it does is give patients a reaction.

COVID-19 was not a lie. In Utah alone, over 1 million cases have been reported, and 5,455 Utahns died of COVID. In the last 28 days, according to the World Health Organization, 1,001 people across the world have died of COVID. Globally, a total number of 7,097,851 people died from COVID since 2020, according to the WHO.

The COVID-19 vaccines have proven to be effective to teach the body to recognize and protect us from the virus, according to the CDC. The CDC approved these vaccines because they went three phases of clinical trials, involving tens of thousands of volunteers, and were found to be safe and effective.

While the COVID-19 vaccine does not completely prevent you from getting the virus like some other vaccines do, the vaccines have been proven to reduce your risk for critical illness, reduce your risk for being hospitalized, reduce your risk of getting so sick that you need to go to urgent care or the ER, and reduce your risk for long COVID, according to the CDC.

Dr. Moore said that he doesn’t regret any of what he did. “I did what was right. I did what my patients wanted.”

He also said that he didn’t stop anyone who wanted to get a vaccine from getting one, but he never gave one to anyone because “it is a dangerous injection.”

Again, the COVID-19 vaccines have been found to be safe and effective, and they drastically reduce your risk of death from a COVID-19 infection, according to the Mayo Clinic.

“I would do it again,” Dr. Moore concluded.
