(WHTM) – Just before the deadly flooding in Texas, Randy Padfield, Director of Pennsylvania’s Emergency Management Agency (PEMA), sent a letter to FEMA expressing reservations over proposed cuts to that agency and how they could hinder the commonwealth’s ability to respond to such an event.

Padfield joined Dennis Owens on This Week in Pennsylvania to discuss the potential funding issues and the role PEMA plays in Pennsylvania.

During the taping of Padfield’s interview on Friday, PEMA issued an emergency alert notifying residents that Pennsylvania’s 911 system was down.
