North Carolina lawmakers, officials react to passage of Trump's 'big, beautiful bill'
RALEIGH, N.C. (WNCN) — The passage of President Donald Trump’s $4.5 trillion tax breaks and spending cuts bill in the United States House Thursday prompted mixed reactions from lawmakers and officials in North Carolina.

The House voted 218-214 to approve the “One Big, Beautiful Bill Act”, Trump’s signature second-term policy package. Two Republicans joined every Democrat in voting against the bill.

The bill now heads to Trump’s desk to be signed into law.

Federal reaction in North Carolina

IN FAVOR:

Republican representatives Don Knott (NC-07), Tim Moore (NC-14), and David Rouzer (NC-13) spoke in favor of the bill after its passage.

Knott: “From my first day in Congress, I proudly worked with my colleagues in the House to get the One Big Beautiful Bill passed. Thanks to the president’s leadership, House and Senate Republicans have prevented draconian tax increases and secured tremendous victories for the country.”

Knott asserted the bill delivers on “national defense, homeland security, border enforcement, halting the horrible flow of illegal aliens into the country, and deporting dangerous criminal illegal aliens.”

Tim Moore: “I was proud to vote for this bill that delivers real results for the American people by locking in the largest tax cut in history for working Americans, strengthening Medicaid, securing the border, unleashing domestic energy, bolstering our national defense, and kickstarting the economy. It’s an investment in a safer, stronger, and more prosperous America, all while cutting waste and holding Washington accountable.”

David Rouzer: “The One Big Beautiful Bill is historic legislation that delivers big wins to not just the fine citizens who live in North Carolina’s Seventh Congressional District, but to Americans across the country. “The bill prevents the largest tax hike in history by making permanent key tax cuts that will incentivize the investment and growth necessary to stimulate the economy and increase wages.”

Rouzer said the bill would “provide historic tax relief to middle and working-class families and small businesses, and the largest investment in border security and our national defense in a generation.”

OPPOSED:

Those speaking out in opposition to the passage of the bill were Democratic representatives Don Davis (NC-01), Valerie Foushee (NC-04), and Deborah Ross (NC-02).

Don Davis: “While I wholeheartedly support safeguarding the American people by strengthening our national defense and securing our border, it is also deeply concerning that the average hardworking family in eastern North Carolina will bear the brunt of H.R. 1’s out-of-touch spending, as the wealthiest individuals and Washington, D.C. insiders stand to benefit the most.”

Valerie Foushee: “Today, I proudly voted against this unconscionable and immoral bill that sacrifices health care, food security, and environmental protections for millions of Americans and abandons hardworking families to deliver tax breaks to the ultra-wealthy.”

Foushee also said the bill “makes cuts to healthcare, guts nutritional assistance programs, strips environmental protections, adds trillions to the national debt, and prioritizes tax breaks for the ultra-wealthy over the needs of working families.”

Deborah Ross: “Under the direction of Donald Trump, Congressional Republicans have done the unimaginable” and “the consequences of this budget for North Carolina will be especially dire.”

Ross stated the bill would cause nursing homes and rural hospitals in North Carolina to close, while 600,000 residents would be at risk of losing their healthcare. She also stated it would eliminate more than 840,000 clean energy jobs over the next five years and an additional 790,000 jobs over the next decade, many of which are in North Carolina.

OPPOSED:

The North Carolina Democratic Party accused Republicans of sacrificing residents for billionaires and the largest donors in approving the bill.

“Today the NCGOP is celebrating the passage of Donald Trump’s budget—but they will own the pain it causes for years to come,” NCDP Chair Anderson Clayton said in a statement. “As children go hungry, seniors are kicked out of their nursing homes, rural hospitals are closed, and taxes and energy costs skyrocket—we can’t forget that all of this cruelty was caused to cut taxes for the richest of the rich and the largest corporations.

“To my friends on the other side of the aisle, I promise you that we will not let North Carolinians forget this and we look forward to seeing you all at the ballot box,” she said in her statement.

Democratic Gov. Josh Stein expressed disappointment in the passage of the bill and pledged to take action to protect North Carolina residents.

Governor Stein: “Congress and the White House are charging forward with a bill that will have devastating consequences for the people and economy in North Carolina, while also significantly increasing the national debt to pay for tax breaks for the wealthiest among us,” Stein said in a statement. “More than half a million people stand to lose their health care, tens of thousands working in clean energy and manufacturing could lose their jobs, electricity bills could rise nearly 20 percent, and 1.4 million people—including 600,000 children—could find themselves without the help they need to afford food.

“The bill is a disgrace and I am disappointed in those who did not stand up for the people they serve, choosing instead to ignore warnings from local leaders and groups across the state who have sounded the alarm about the dangers in this bill,” the governor continued in his statement.

“We cannot simply accept these harmful impacts. The General Assembly must step up to protect our bipartisan Medicaid expansion law and food assistance through SNAP. This will require taking a hard look at our laws, our state budget, and our long-term revenue requirements. Even as those in Washington have left North Carolinians behind, I stand ready to do whatever I can to protect people’s health care and jobs and keep children fed and healthy. We can and must do better.”

North Carolina Department of Health and Human Services Secretary Dr. Dev Sanvai also voiced concerns with the bill, while his department looks to determine the impacts on the state and residents due to the changes made to federal funding for Medicaid, SNAP, and other public health and social support programs.

“Today’s passage marks a significant moment with real consequences for North Carolina,” Sanvai said in a statement. “While the full impact will become clearer in the coming weeks, we already know that it will result in billions of dollars being taken out of our state’s economy and will undermine the health of North Carolinians.

“This bill includes major changes to Medicaid and SNAP—programs that provide vital support to millions of North Carolinians. There will be a significant reduction in federal funding for services that are core to the well-being of individuals and families across North Carolina. These cuts not only impact the people that rely on them directly but also strain the systems and communities that hold us all together.

“The mission of the North Carolina Department of Health and Human Services remains unchanged—we will continue to work to improve the health and well-being of all North Carolinians. This moment presents real challenges, and while our ability to offset these losses may be limited, our resolve is not. We will continue this work with determination, and compassion and a focus on the people we serve.”

NCDHHS officials said they will provide more information on the bill’s impacts when it becomes available.
