LITTLE ROCK, Ark. (KNWA/KFTA) — Multiple officials with the Arkansas Department of Corrections and Board of Corrections are set to speak next week at a legislative subcommittee meeting about Grant Hardin’s escape from a north Arkansas prison.
The Charitable, Penal, and Correctional Institutions Subcommittee of the Arkansas Legislative Council’s July 10 agenda says officials will discuss the escape.
Seven witnesses, including North Central Unit Warden Thomas Hurst, Department of Corrections Secretary Lindsay Wallace and Dexter Payne, who oversees prisons for the Corrections Department, are set to discuss parts of the probe into how Hardin walked away from the North Central Unit in Calico Rock in May.
Hardin escaped from the North Central Unit on May 25 but was captured on June 6, approximately a mile and a half away from the prison, after multiple agencies, including the U.S. Border Patrol, joined the search. Court documents stated he was let out by a guard and was wearing an “ADC-type” prison uniform.
The Board of Corrections made an initial review of Hardin’s escape during a meeting on June 10.
Payne said during the meeting that the guard who opened the gate from the tower should have confirmed who was leaving.
A department spokesperson previously said that the typical procedure for opening the back gate of the North Central Unit, which is used for deliveries, involves having a guard on the ground who verifies identity and a tower guard who allows people to enter and exit.
However, the ground guard assists with other duties on Sundays, and the gate isn’t used very much on the weekend, the spokesperson said.
“It’s not necessarily a policy issue, it’s a personnel issue, and the person that is responsible didn’t do what he was supposed to do,” Payne said.
The subcommittee consists of 20 lawmakers, 10 senators and 10 representatives. The meeting is scheduled for 3 p.m. on July 10.
