Proposed bill would create threat assessment for Pennsylvania hospitals

HARRISBURG, Pa. (WHTM) — After a deadly shooting at a Pennsylvania hospital, lawmakers want to create a threat assessment for health care facilities.

Proposed legislation circulated by Rep. Jason Ortitay (R-Washington) and Rep. Thomas Mehaffie (R-Dauphin) would authorize the Pennsylvania Department of Health to enter into a contract to develop a risk assessment platform for interested health care facilities.

The threat assessment platform would allow health care facilities to collaborate with law enforcement to conduct standardized evaluations, track corrective actions, and generate comprehensive reports to make informed decisions in identifying potential threats.

The proposed legislation would also establish a grant for health care facilities to procure this threat assessment program for their own use.

“It is vitally important that we provide the tools and resources our health care facilities need to collaborate with each other, learn from each other, and mitigate potential threats to their employees and patients,” the lawmakers said.

The proposal comes after West York Borough Police Officer Andrew Duarte was killed in the line of duty when a gunman took hostages inside UPMC Memorial Hospital in York County in February.

The shooting led to questions surrounding hospital security, as York County District Attorney said the shooter specifically targeted the ICU after previously being there with a woman who died after receiving treatment.

“From physical and verbal attacks by patients to a deadly hostage situation that recently occurred at a UPMC facility in York County, healthcare workers are facing increased violence at facilities,” the lawmakers said in a co-sponsorship memo for the proposed legislation. “These encounters are leaving healthcare workers physically injured and emotionally exhausted and causing some to leave the profession altogether.”
