Police said the incident happened around 6 p.m. on Friday, June 20th.
Video of the crash was captured on surveillance cameras at a nearby business, showing the driver of a blue sedan running a stoplight and hitting 15-year-old Alice Hunt
Hunt suffered a fractured tibia in the crash and needed stitches to her right arm.
The driver did not remain at the scene.
Police were able to identify Tyrone Cochran, 32, of Rockford, as the suspect.
He was arrested on Tuesday morning and charged with failure to report an accident involving personal injury, driving on a suspended license, and outstanding warrants for DUI and domestic battery.
Cochran was booked into the Winnebago County Jail pending the outcome of a pretrial detention hearing.
