Panhandling concerns rise in Shreveport as summer heats up

SHREVEPORT, La. (KTAL/KMSS) — City leaders say the safest and most effective way is through verified outreach services.

“Well, panhandling is something that we have seen throughout the years here in Shreveport. It tends to wax and wane throughout the seasons. At this point in time, as it gets hotter into the summer, you’ll see more of it,” said Cpl. Chris Bordelon.

With the summer heat rising, so are concerns. Shreveport Police say panhandling is not only a safety risk but also illegal in certain areas.

Shreveport police say there are state laws regarding panhandling on the interstate, on and off-ramps, and city ordinances regarding city streets.

“Well, there is a huge panhandling problem everywhere, but in Shreveport, there is a problem,” said Hope Connections Director Christa Hawkins.

SPD says that the problem is being addressed with public education and law enforcement reminders.

“Individuals will be out in intersections, and we do want to remind our citizens that it is illegal, and if they see that, they can report it,” said Cpl. Borderlon.

Last August, the Hope Connection outreach team did a two-week survey and found out that most panhandlers were not homeless.

“And they found 37 panhandlers and 2 of those were homeless,” said Hawkin.

Hawkins says instead of handing them money, give them a card called “Hand Up” cards.

“And these are cards to give people who are panhandling instead of money. So it does show that you care about the person and that you want them to receive the help they need.” Hawkins.

Officials say handing over cash can do more harm than good.

“And we also want to encourage our citizens do not engage with these individuals. We understand that people want to do the right thing and want to help one another; however, many of these panhandlers are doing it and it’s part of a scam,” said Cpl. Borderlon.
