Man accused of shooting at Milwaukie officers arrested after 3-day search

PORTLAND, Ore. (KOIN) — After a three-day search, the man who shot at Milwaukie police officers before crashing his car during a police chase into Southeast Portland early Friday morning was arrested in Sandy on Monday, authorities say.

Looney John Franklin Toon, 42, faces multiple charges, including attempted murder and attempted assault. He was lodged in the Clackamas County Jail.

Toon was arrested by US Marshals and SWAT officers in the 41000 block of SE Vista Loop.

“Due to the severity of the charges including the potential presence of weapons, Clackamas County Sheriff’s Office (CCSO) SWAT and Crisis Negotiation Team members were called upon to develop and implement a plan to contact and arrest Mr. Toon. After a short non-violent interaction with CCSO SWAT and CNT members, Mr. Toon was taken into custody without incident,” officials say.

Just before 3 a.m. on Friday Milwaukie police said one of their officers on patrol stopped a vehicle in the 11000 Block of Southeast Oak Street, finding both the driver and a female passenger inside.

Police said Toon – who previously went by the name John Kolb – reversed the car, backed into a police vehicle, ran over some spike strips and sped away along Highway 224.

During the ensuing police chase, Toon fired a pistol out the window in the direction of Milwaukie police officers following behind, officials said.

When Toon’s vehicle eventually crashed near railroad tracks on Southeast Tacoma Street and 26th Place in Portland, he ran into the Eastmoreland Golf Course.

Portland police officers then responded, temporarily blocking off the golf course to Southeast Bybee Boulevard and bringing in SERT and Crisis Negotiation teams for a search,

During the search, MAX service was also disrupted and freight trains were halted in the area.
