Iranian Hacktivism on the Rise: Attacks on Israeli Military, Government, and Infrastructure

The ongoing cyber conflict between Iran and Israel has entered a heightened phase, with recent data showing a marked increase in Iranian-aligned hacktivist activity targeting a broad swath of Israeli digital assets.

From June 12–18, 2025, more than 35 pro-Iranian hacktivist collectives mounted sustained and coordinated cyber assaults against Israel’s government, military, and critical infrastructure.

In sharp contrast, only 4–5 pro-Israeli cyber groups were identified as conducting retaliatory operations during the same period, underscoring a significant asymmetry in attack volume.

Surge in Pro-Iranian Cyber Operations

Technical analysis of these attacks reveals a continuity in methodology that echoes patterns established over the preceding twelve months.

Pro-Iranian groups appear to favor relatively unsophisticated but high-volume tactics, with Distributed Denial-of-Service (DDoS) attacks, website defacements, and credential-based data breaches constituting the primary vectors.

Targets have included high-profile entities such as the Israeli Ministry of Defense, Air Force command centers, military intelligence units, public infrastructure platforms, and major financial systems.

Notably, groups affiliated with or inspired by the Iranian Revolutionary Guard Corps (IRGC) have claimed responsibility for operations against strategic airbases, navigation systems, energy infrastructure, and vehicle fleet management platforms.

Despite the volume and visibility of these attacks, technical experts note that their operational impact remains limited.

Many pro-Iranian groups have demonstrated a propensity for narrative manipulation, routinely exaggerating the scope of their breaches, claiming responsibility for unrelated outages, and recycling previously leaked data to bolster their reputations.

This deliberate disinformation strategy complicates attribution and incident response, with the true extent of damage often veiled by hyperbolic online narratives and recycled threat actor personas.

Exaggerated Claims Dominate Hacktivist Landscape

Contrasting the indiscriminate and high-frequency tactics of pro-Iranian hacktivists, pro-Israel cyber operations have generally favored more targeted and sophisticated maneuvers.

These include infrastructure-focused strikes, data breach operations, and covert defensive activities, sometimes attributed to advanced persistent threat (APT) entities.

Israeli-aligned groups have primarily directed their efforts at Iranian nuclear facilities, military installations, and technology companies, though such actions have been far fewer in number compared to the surge of Iranian cyber offensives.

The geographic distribution of these threat actors further underscores the complexity of the digital battleground.

Iranian-aligned hacktivist activity has emanated from Iran, Palestine, Lebanon, Indonesia, Yemen, and loosely organized international cells affiliated with umbrella groups like Anonymous.

By comparison, pro-Israeli activity appears less geographically diverse but leverages high-impact, focused interventions.

According to the Report, Security analysts emphasize that the motivations behind these cyber campaigns are deeply intertwined with concurrent geopolitical flashpoints.

Attacks frequently spike in tandem with kinetic events, perceived injustices, or retaliatory imperatives tied to the broader Iran-Israel conflict and wider Middle Eastern tensions.

Nationalism, religious sentiment, and anti-Western rhetoric continue to serve as primary ideological drivers.

Most attack methodologies remain technically basic, exploiting misconfigured systems and compromised credentials, and achieving mostly temporary service disruptions.

Nevertheless, the sheer scale and persistence of these campaigns have introduced new challenges for Israel’s cyber defense posture, necessitating robust DDoS mitigation, enhanced credential security, proactive threat intelligence monitoring, and improved crisis communication protocols to counter both the technical and psychological dimensions of hacktivist warfare.

As the digital front of the Iran-Israel confrontation evolves, ongoing vigilance and adaptive security strategies will be crucial to counter the relentless and theatrically amplified threat posed by pro-Iranian hacktivist operations.
