Affidavit released giving details of child sex abuse that led to arrest of Hardy Police Chief


The probable cause affidavit has been released giving details that led to the arrest of the Hardy Police Chief Scott Rose June 2. He is facing four charges, including two felony sex charges involving an underage girl.According to the probable cause affidavit from an investigator from the Human Trafficking Unit of the Arkansas State Police, the teenage victim provided an interview May 23 saying a long-term pattern of grooming and sexual boundary violations by Rose started when she was 13. She described Rose as her mother’s ex-boyfriend who remained in their lives after the relationship ended.The victim says on Feb. 14, she rode with Rose to look for a missing woman. Rose bought snacks and alcohol and she saw him drinking the alcohol. He repeatedly put his hand on her leg. They eventually drove to Rose’s cabin. Once there, the victim says Rose continually tried to kiss her and told her “You know I love you more than a Dad, right?” He then drove the victim home and when they arrived, he exited the vehicle and picked her up from the passenger seat. The victim says while she was straddling his waist, he touched her inappropriately. He later texted her and apologized, saying he was “really drunk”.Investigators found a picture of Rose and the victim holding the alcoholic beverage bottles while in the vehicle. The affidavit did not specify if the vehicle was his personal vehicle or a police car.

The victim says when she was 13 and 14 years old, Rose regularly touched her inappropriately. She says they often slept together and Rose was frequently nude. Rose called her “Babe” and said he wanted to be the man she grew up to marry. She says Rose also routinely provided her alcohol.





The victim says when she was 13, Rose sent her a nude photo of himself. Rose said it was an accident. He often asked her for selfies or photos of her in a bathing suit, but never asked for nude photos.

Rose is facing felony charges of second degree sexual assault, sexual indecency with a child and endangering the welfare of a minor along with a misdemeanor count of knowingly furnishing alcohol to a minor. He is free on bond.
