The incident happened on Tuesday, June 17. According to the police, officers were dispatched around 1:04 p.m. to the intersection of Martin Luther King Drive and Russell Road. After arriving, they found the victim, identified as Philip Ernest Miller, lying in the roadway with a head injury.
