Man charged with kidnapping, sexually abusing girl under 13 in Elgin

ELGIN, Ill. — A suburban man was arrested and faces multiple charges, including kidnapping and sexually abusing a girl under the age of 13, in Elgin.

Police said Anthony C. Ramirez, 26 of Wheeling, has been identified as the subject who arranged transportation for two female juveniles who travelled from out of town, and met with them before allegedly committing the abuse.

According to Kane County State’s Attorney Jamie Mosser, Elgin officers responded to the 500 block of Airport Road around 4:20 a.m. Friday for a report of a suspicious incident.

An investigation brought officers to locate two female juveniles outside of the location. The state’s attorney said the girls reported that they had travelled from out of town to Elgin to meet a man.

Once the girls arrived, they were met by two men, one who left shortly after their arrival. After further investigation, the state’s attorney said it was determined that Ramirez arranged for transportation for the girls and had inappropriate contact with one of them.  

Acccording to the state’s attorney’s office, Ramirez is charged with the following offenses of:

  • Aggravated kidnapping – victim under 13 years old, Class X felony (2 counts)
  • Kidnapping, Class 2 felony (2 counts)
  • Aggravated criminal sexual abuse – victim under 13 years old, Class 2 felony, (2 counts)
  • Traveling to meet a minor, Class 3 felony
  • Indecent solicitation of a child through internet, Class 4 felony
  • Grooming, Class 4 felony
  • Contribute criminal delinquent minor, Class 4 felony
  • Cause circumstance to endanger child, Class A misdemeanor

Ramirez was transported to the Kane County Jail on Sunday for a pretrial detention hearing where the judge ordered him detained while his case is pending.

His next court appearance is scheduled for June 4.

The investigation is ongoing.
