Rockford man accused of tying up, abusing disabled 3-year-old

ROCKFORD, Ill. (WTVO) — Rockford Police arrested Armando Maciel, 48, for causing physical harm to a disabled 3-year-old, according to court records.

DCFS was assigned to investigate a safety plan involving three children, ages 8,5 and 3 years old, on November 15, 2024. Maciel told authorities he no longer wanted to be a part of the plan, court records show.

When the 3-year-old was taken to be examined by a nurse, the child had several visible injuries. The practitioner determined the injuries were consistent with abuse.

Police reported that Maciel had tied up and attacked the disabled 3-year-old. He is also accused of abusing the other two children as well.

Maciel was booked into the Winnebago County Jail on May 21st.

He is charged with aggravated battery of a child while causing bodily harm and domestic battery while causing physical contact.
