Annie Morrisey, 56, of West Centre Street, was arraigned Saturday on misdemeanor charges of institutional vandalism, simple assault, resisting arrest, disorderly conduct, summary harassment, and public drunkenness.

According to the criminal complaint filed by Shenandoah Police Patrolman Mark Hysock, police were called to the area of Vine Street Park around 5pm Saturday for a report of a woman harassing and assaulting a 12-year-old boy.

The boy told police that the woman, later identified as Morrisey, started calling him an n—–, saying he doesn’t “belong in this town” and said “this town has been ruined since your people moved into this town.”

He told police she shoved him several times, slapped him in the face, threw a beer can at him, and pulled her pants down to expose herself to him.

She then picked up the beer can and left.

Police began searching for her and found her a few blocks away in the 400 block of West Centre Street, stumbling and smelling of alcohol, Hysock wrote.

Officers attempted to take her into custody and she pulled away from officers, telling them she wasn’t going anywhere yet.

Police got one handcuff on and the struggle continued. She slipped out of that handcuff, causing a small cut to her arm.

Eventually, she was brought to the ground and put in handcuffs. Police said she then wouldn’t stand up and walk to the patrol car. She had to be carried by Hysock to the cruiser.

Back at the Shenandoah Police Station, Hysock wrote that Morrisey threatened to urinate all over the holding cell and began spitting all over it, yelling that the officers “are all dirty pigs” and rattling the cell doors.

Police said she had two empty Twisted Tea cans with her belongings and a half-empty six-pack of Twisted Tea.

She was taken to Lehigh Valley Hospital – Schuylkill – East Norwegian Street for evaluation and, there, she refused treatment and demanded to go home.

She was arraigned and committed to Schuylkill County Prison, unable to post 10% of $5,000 bail.

A preliminary hearing is set for Thursday morning at 11am.
