U.S. Marshals arrest man wanted for deadly 2022 hit-and-run
PHILADELPHIA (WPHL) — A man wanted for a deadly 2022 hit-and-run is now in custody.

On Tuesday, U.S. Marshals arrested Jovan Lowe, 21. He was wanted after a 78-year-old woman, Julia Abraham, was hit and killed by a stolen vehicle. According to the Philadelphia Police Department, the vehicle was allegedly driven by Lowe on December 28, 2022, in the 3700 block of Fairmount Avenue in Mantua, West Philadelphia.

Marshals took Lowe into custody at a home in the 4600 block of Hawthorne Street in Frankford after investigators learned that was where Lowe was hiding.

According to U.S. Marshals, investigators from the fugitive task force apprehended him after Lowe allegedly tried to jump out a second story window but was quickly forced back into the home.   

“Our persistence in pursuing those who commit such senseless crimes is never diminished by time, and [we] hope Jovan Lowe’s arrest will bring some closure to Julia Abraham’s family,” said Eric Gartner, United States Marshal for the Eastern District of Pennsylvania.
