According to ESPN’s Adam Schefter, Carter will visit the New England Patriots on Monday.
The Patriots hold the fourth overall pick in the draft.
Carter has already met with the Tennessee Titans, Cleveland Browns, and New York Giants, who hold the top three draft picks.
According to Schefter, Carter has declined visits with teams outside of the top four.
In three seasons at Penn State, Carter made 164 tackles (98 solo), 35.5 tackles for loss, 21 sacks, five forced fumbles, an interception, and 12 pass breakups.
Carter is recovering from a shoulder injury and was cleared from a foot injury discovered at the NFL Scouting Combine. Carter elected not to participate in the NFL Combine or Penn State’s Pro Day.
The NFL Draft begins on April 24 and ends on April 26.
