
PORTLAND, Ore. (KOIN) — A man caught on camera abusing a dog in a Northeast Portland apartment building elevator last summer has pleaded guilty and was sentenced on Friday.
Court records show Issac Justham, 25, pleaded guilty to two counts of first-degree aggravated animal abuse, but two more counts of first-degree aggravated animal abuse were dismissed along with four counts of second-degree animal abuse.
Justham was sentenced to 16 months in prison by a Multnomah County judge. He will spend 16 months in prison for both counts concurrently followed by three years of probation. He will also be banned from owning domestic animals for 15 years.
The video shows an Justham whipping a black-coated dog. At one point, another person enters the elevator, and Justham appears to stop but resumes after the person leaves.
The video also shows Justham raising a heavy rope above his head with both hands before once again striking the dog.
Police gave descriptions of additional instances of abuse not seen in the publicly released footage — including that Justham allegedly hung the dog from a fire extinguisher and repeatedly kicked it.
