Man arrested for ‘economic interruption’ after dump truck crash causes Draper power outage

DRAPER, Utah (ABC4) — Police arrested a man on misdemeanor charges for knocking down power poles while driving a dump truck with the lift gate up on Wednesday afternoon, according to court documents.

Kevin Frank Kilpack, 60, is facing two misdemeanor charges for his involvement in the crash, including “economic interruption – property damage” and “fail to comply duties at vehicle accident/property damage.”

Documents say Kilpack allegedly “forgot to put down his lift gate” while operating a dump truck near 800 E 12300 S in Draper. The vehicle’s lift gate allegedly caught on the power lines, breaking the lines and pulling three power poles to the ground. Police say Kilpack then continued to drive rather than staying at the scene.

The incident led to more than 200 outages in the area, according to Rocky Mountain Power’s map at the time, impacting the traffic lights on 12300 South. The power was restored late that night and police found and took Kilpack into custody.

In addition to the major traffic issues it caused for the area, several businesses were affected with one business owner losing $40,000 worth of revenue, according to the Draper City Police Department.

Several other business owners spoke with ABC4 following the incident, describing the challenges that came from operating their businesses without internet, refrigeration, or working payment methods.

Kilpack was booked in the Salt Lake County Jail early Thursday morning. If convicted, he would face zero to 18 months in jail and several thousand dollars in fines.
