Zachary Lee McCauley, 29, of Louisville, was charged with trafficking in individuals, sexual exploitation of children, and sex abuse of children, among other charges, after an investigation in Bucks County.
The Bucks County District Attorney’s office says McCauley talked with a 13-year-old girl on Snapchat using a fake name and coerced her into sending explicit images and videos.
McCauley then allegedly made comments about threatening the victim’s mother and directed the teen to create an account on the dating app Grindr.
McCauley is alleged to have added images of the victim with a fake school ID and false age on the dating platform. The District Attorney’s office says McCauley would then communicate with other users and solicit meetings with the victim, leading to two men sexually assaulting the teen.
During one of the encounters, McCauley allegedly watched the abuse on a video call.
The two men who allegedly engaged in the statutory sexual assault of the victim were identified as Jon Thomas Van Ingen, 67, of Buckingham Township, and Randy Francis Quinn, 42, of Coopersburg.
Van Ingen was charged with one count of statutory sexual assault and Quinn was charged with two counts of statutory sexual assault and one count each of photographing or filming a child sex act and dissemination of photos or film of child sex acts.
A third man was said to have met with the teen but was suspicious of their age.
“I praise the mother in this case because her instincts were correct,” District Attorney Jennifer Schorn said. “And I praise the victim in this case, she is only 13 years of age, and she is so strong and she is not to be blamed for what occurred. These cases cannot succeed without the amazing team of county detectives and the other detectives throughout Bucks County who make up our Internet Crimes Against Children Task Force. They use the resources and their expertise to battle these crimes every single day.”
This investigation was conducted by Detectives with the Bucks County District Attorney’s Office. The Kentucky Office of the Attorney General and Saint Matthews Police Department in Kentucky also assisted with the investigation and arrest of McCauley on April 2, 2025.
