The Fiscal Year 2025-2029 Capital Improvement Program will invest a total of $343 million in funding to improve the city’s infrastructure.
A portion of that money will fund the following summer 2025 projects:
A $7.1 million Whitman Street reconstruction project is already underway, involving pavement removal and replacement, driveway approach removal and replacement, sidewalk, curb, and gutter removal and replacement, storm sewer upgrades, water main and water service replacement, sanitary sewer improvements, and traffic signal upgrades.The project will involve the closure of Whitman Street, from Court Street to Horsman Street, but will also shut down Ridge Avenue, south of North Avenue.
The Madison Street corridor will receive a full reconstruction to its streetscape, along with water main upgrades, beginning May 12th through October 31st. The road will be closed to thru traffic, with access to businesses remaining open.
11th Street will get improvements with a construction plan beginning April 7th. The project will involve complete reconstruction of the streets, water and sanitary upgrades, and railroad crossing upgrades, with work scheduled to last through October. The road will be closed to traffic two blocks at a time during construction.
Chestnut Street, Walnut Street, and 1st Avenue will benefit from a complete street resurfacing, beginning in Fall 2025 and lasting through Fall 2026. The city anticipates that roads will remain open during construction but with reduced lanes.
Auburn Street will undergo a $6 million reconstruction beginning in late summer 2025 and lasting into 2026. The project will ultimately reduce Auburn, from Springfield Ave. to the Main St.. and Auburn St. roundabout, to two lanes with a third, center lane for turning.
A $12 million renovation project to transform Rockford’s Davis Park will get underway in June 2025, set to conclude in Spring 2026. The renovations will bring a playground, a skatepark, and a small stage to Davis Park, which sits along the banks of the Rock River in downtown Rockford.
In addition, Alpine Road will be resurfaced from Highcrest Road to Brookview Road; N. Mulford will be resurfaced from Fincham Drive to Churchview Drive; W. Riverside Blvd will be resurfaced from Central Avenue to Latham Street; and Spring Creek Road will be resurfaced from Welsh Road to N. Mulford Road. These resurfacing projects will commence March 31st and are expected to be completed July 31st.
