In 2015, Stout helped change Utah Law to make it possible for registered dental hygienists to be able to provide direct care to patients outside of a dental office and without the direct authorization of a dentist. This made it possible for Stout and her team to bring good dental care to the people, wherever they are located. She began with seniors living in nursing homes, then broadened that reach to include school age and pre-school age children.
