Six men arrested for drug trafficking operation
DELAWARE COUNTY, Pa. (WPHL) — Six people have been arrested in connection with a major drug trafficking organization in Delaware County.

According to Delaware County District Attorney Jack Stollsteimer, the county’s Narcotics Task Force (NTF) went undercover with the assistance of multiple law enforcement agencies, including the Pennsylvania State Police, the Delaware State Police, the office of the Camden County (NJ) District Attorney, the U.S. Drug Enforcement Agency, and the Federal Bureau of Investigation.

The six people arrested are:

  1. Shawn Payne, 53 – Sicklerville, NJ
  2. Lydell Heyward, 49 – Philadelphia, PA
  3. Amir Colder, 45 – Claymont, DE
  4. Shamar Campbell 35 – Upland, PA
  5. William Johnson, 64 – Chester, PA
  6. Marece Scott, 39 – Chester, PA

All defendants, except Johnson, have been charged with the operation of a corrupt organization, possession with intent to deliver a controlled substance, conspiracy, and firearms charges. Johnson has been charged with possession with the intent to deliver a controlled substance and charges related to his operation of a motor vehicle.

According to the district attorney’s office, the county’s NTF investigation began in October 2024. Law enforcement suspected there were suspected drug trafficking activities between Campbell and his associates.

The investigation identified Campbell as the head of the suspected drug trafficking organization, in addition to allegations he coordinated sourcing cocaine throughout the Delaware Valley.

From October 2024 until January 2025, NTF members made controlled undercover cocaine purchases from Campbell in Chester. Through “non-consensual intercepts” of Campbell’s cell phones, NTF members say Campbell was actively engaged in cocaine trafficking. According to the DA’s office, Campbell allegedly made more than 40 cocaine sales or deliveries to five different people.

On February 3, 2025, investigators learned that Campbell planned to purchase cocaine from Amir Colder in Chester. Through intercepting Colder’s cell phones, officials say Colder planned to purchase several hundred grams of cocaine from Heyward in Philadelphia.

According to the DA’s office, after Colder bought the cocaine, Chester City Police tried to conduct a traffic stop while he was driving back to his home in Claymont, but Colder did not stop. He allegedly threw the cocaine he purchased from Heyward out of the car window, then eventually stopped in New Castle County, Delaware.

That same month, investigators also made non-consensual intercepts of Heyward and Payne’s cell phones. Through intercepting their phones, investigators learned about alleged plans between Heyward and Payne to meet in Springfield Township for a drug-related meeting. According to the DA’s office, that meeting was captured on security cameras.

According to law enforcement, surveillance of Heyward led investigators to execute search warrants for Heyward’s homes in Philadelphia and Montgomery County. A search warrant was also executed at Campbell’s home in Chester.

Officials recovered the following from the organization:
