Shovels in the ground for city building in Miami Freedom Park

Miami’s new government headquarters is finally taking shape, with site work underway for a state-of-the-art administration building next to Miami Freedom Park that will provide the city’s first custom-designed offices and a modern hub for municipal operations.

Groundbreaking Jan. 15 marked the start of a long-anticipated project to relocate the city’s administrative offices that is slated for completion in early 2028.

“There’s a lot of earthwork needed to be done before the foundation start later this year,” David Adler, CEO of Adler Development, told Miami Today.

The city has been looking to find a new home for its administrative campus for close to a decade after officials declared the current office tower within the Miami Riverside Center at 444 SW Second Ave. “functionally obsolete” in 2015. In 2016, the city requested proposals to develop a 375,000-square-foot building with new Class A office space within city limits to “functionally, securely and conveniently serve Miami’s residents.”

The bid was ultimately awarded to Lancelot Miami River LLC, an Adler affiliate.

After surveying several sites, the city commission selected city-owned property near Miami International Airport at the former Melreese Golf Course in June 2022 for the new building to rise. Once finished, it will span 382,592 square feet over eight stories, offering office space and an attached 11-level parking garage for up to 889 vehicles.

Unlike previous city offices, this will be Miami’s first custom-designed municipal building.

“Arquitectonica is the architect, and we were approved for a state-of-the-art facility with a beautiful atrium and staircase going through the middle,” Mr. Adler said. “It’s going to be a major upgrade, and will be the first time the City of Miami has their own custom building.”

“They historically went into what was the Pan Am building in the Grove and they took it as it was and they bought the building they’re in now from FPL 20-plus years ago and just made it work,” Mr. Adler explained. “This time, we were able to meet with all the senior people from the different departments with the city manager’s guidance to figure out how to properly program this building to work most efficiently for the residents and the city.”

The design prioritizes resident and employee efficiency with a strategic layout consolidating city services. The bottom floor will feature most city departments, making it easier for residents to complete municipal tasks.

“As a city resident who needs to come to the building, you won’t have to go all throughout. It’s good for the resident who needs to get something done because it’s much more straightforward, and it’s better for the city officials because the departments will be near each other,” Mr. Adler detailed.

A central atrium with a connecting staircase is expected to facilitate inter-departmental communication. Located on the 131-acre Miami Freedom Park site, the building is expected to bring 1,200 employees to the area, potentially boosting local economic activity.

City officials are planning a careful transition from the current facilities ahead of the new building’s completion in early 2028.

“We want to make sure it’s a smooth transition for all City of Miami employees,” Mr. Adler said. He also emphasized the building’s significance, stating it will help showcase Miami as “a special place” to potential investors and partners.
