IDAHO FALLS – An Idaho Falls man was charged with rape after an incident in October.

William Kent Perkins, 38, was charged with felony rape where the victim believed resistance would be futile or result in more force or violence. If Perkins is found guilty, he faces a potential sentence of life in prison.

According to the criminal affidavit, the incident occurred on Oct. 20, when the victim told officers that she was sexually assaulted and raped by Perkins.

She said that she and Perkins had had a history of physical abuse between them, but an arrangement between them required her to visit his home to do a custody exchange.

The woman told officers she knocked on Perkins’s door, and the 38-year-old told her he needed to talk to her about something in the bedroom. She was inside of the home, but did not agree to Perkins’ request.

According to court records, Perkins did not give his side of the incident prior to his arrest.

The affidavit states Perkins forced the woman into the bedroom and began kissing, touching, and grabbing at her chest. He allegedly then removed her shirt by force, which the woman showed to officers and was reported to have a tear and missing buttons.

The woman told Perkins “no” and to “get off me” and “I need to leave,” but said the man told her that “This was gonna happen tonight.” She responded that it wouldn’t and attempted to get off the bed, but Perkins threw her back.

The affidavit states Perkins then removed her pants, before the woman get off the bed but was grabbed by the man and was sexually assaulted.

The woman captured text messages between her and Perkins in which she asks him to “never forcefully touch me sexually ever again.” The affidavit states the 38-year-old did not respond or protest the statement. She later messaged him that she did not feel safe around him due to the sexual assault and said to never come to her home or property.

The affidavit states Perkins did not respond to the allegations once again. The woman messaged again, accusing Perkins of two sexual assaults, and the man did not deny the allegations.

Perkins is scheduled for a preliminary hearing with Magistrate Judge John Dewey at 1 p.m. March 12.

Though Perkins has been charged with these crimes, it does not necessarily mean he committed them. Everyone is presumed innocent until they are proven guilty.
