Kentucky Senate President speaks on floods wreaking havoc at home: ‘Truly heartbreaking’

MANCHESTER, Ky. (FOX 56) — On Feb. 15, the floodwaters began to rise in Clay County.

Soon, roadways were covered as water crept steadily toward homes.

That evening a Manchester man was swept away by the floodwaters, marking Kentucky’s first flood-related fatality. He was identified as 73-year-old Donald Nicholason, a longtime Manchester resident who leaves behind two sons and a daughter-in-law, according to a GoFundMe.

The City of Manchester Fire Department said that as of Sunday, crews rescued 14 civilians and eight animals while responding to over 24 calls over 12 hours.

“At approximately 10:25 a.m. on Feb. 15, 2025, our department received their first call for service of what started a very long day. Throughout the day yesterday, the City of Manchester Swift Water Rescue Team, comprised of members from Lockard’s Creek and Manchester fire departments, responded to over twenty-four calls for service in a matter of twelve hours,” the department said. “These guys worked tirelessly throughout the day and night yesterday for over twelve hours, responding to call after call with no break.”

On Monday, Senate President Robert Stivers, R-Manchester, spoke on the devastating floods affecting the 25th Senate District.

“On behalf of the entire Senate, I extend our deepest condolences to those we lost to the storm’s effects this weekend. Our prayers are with your families. And to those still affected by the devastating rain and snow that created treacherous conditions across Kentucky, we are here for you. The destruction I’ve witnessed is truly heartbreaking,” Stivers said. “I also want to express my profound gratitude to the first responders, National Guards members, and local emergency crews who worked tirelessly through the weekend to rescue those in danger and keep our community members safe. I urge everyone to follow their guidance as they continue lifesaving operations and work to clear debris from our roads.”

Bridges and roadways in the area have suffered significant damage. Photos from the Clay County Sheriff’s Office show crumbling bridges and impassable roads.

“If you encounter hazardous conditions, please contact local emergency responders immediately to ensure they are aware of the situation. Reach out to your county judge and local emergency medical service for assistance. Both have the latest information and are actively engaged in local effort,” Stivers said.

The city of Manchester remains under a state of emergency until further notice, per city hall.

“As we brace for more severe weather, it is critical that we assess and document the damage already done. The Senate stands ready to support recovery efforts and the Kentuckians impacted by this disaster,” Stivers said.
